Fiscal Guidance for Implementing a Multi-Tiered System of Supports

This document from the Michigan Department of Education provides Michigan school districts with guidance on how to coordinate the use of state and federal funds to support the implementation of a Multi-Tiered System of Supports (MTSS) and provides three narratives that showcase diverse districts applying the continuous improvement process to identify needs, develop plans, and fund activities to support the implementation of MTSS.

Teams

District Organizational Structure and Committee Audit

Use this tool if your district needs support with conducting an audit of its various teams, committees and work groups in order to decide if an existing team such as the District Implementation Team could be leveraged or if a new team needs to be developed to serve the function of a District Continuous Improvement team.

If your district already has a well established District Implementation Team (DIT) working to install or implement MTSS, it may make sense for this team to also serve the function of the District Continuous Improvement team. The DIT should review the guidance provided in the MICIP Process Guide on forming a continuous improvement team to determine if the DIT feels equipped to take on this additional role. It will be important for the DIT to acknowledge that they may need to expand their team membership and/or invite additional members onto the team at certain points to make sure specific perspectives are represented.

Data

MiMTSS Data System

The MiMTSS Data System is a free-access web-based data system. MiMTSS Data System users can download reports prepopulated with MTSS Data Sets for easy uploading into the MICIP Platform. In coming years, the MiDataHub, MICIP, and MiMTSS Data System developers will work to directly integrate data from the MiMTSS Data System with the MICIP Platform.

District Capacity Assessment

District Capacity Assessment scores can be entered into the MiMTSS Data System with data visualizations and reports provided to support your analysis. Visit the TA Center's webpage for the District Capacity Assessment to learn more about how this tool is administered. To access the DCA and to become a trained DCA administrator, visit the National Implementation Research Network's District Capacity Assessment webpage.

Fidelity Assessments

The MiMTSS Data System also houses scores from the School-wide PBIS Tiered Fidelity Inventory and the Reading Tiered Fidelity Inventory. These two tools outline the most critical features of MTSS school-wide practices.
