Specialized Technical Assistance

Specialized Technical Assistance opportunities offer a selection of professional learning options for districts and/or schools. These options can be delivered locally and tailored to the specific setting. Technical assistance consists of a combination of coaching supports, professional development, and consultation.

MiMTSS TA Center Specialized Technical Assistance Overview

Purpose and Value

The purpose of the MTSS Implementation Scan is to gather information that helps districts identify their school-level MTSS implementation strengths and gaps. This information can then be used to guide districts and schools on which service offering best fits their needs. Additionally, the MTSS Implementation Scan can provide an opportunity to assess readiness for engagement with additional professional learning and can inform the planning and tailoring of service offerings.

If districts and schools are unsure of where to start or which areas to focus on to achieve their identified goals, the MTSS Implementation Scan will help them identify that focus. By setting up the district with access to the MiMTSS Data System and administration of the Reading Tiered Fidelity Inventory (R-TFI), the district will also continue to have access to a data tool and will be eligible for MiMTSS Recognition.

Outcomes

  1. Identify school-level MTSS implementation strengths and gaps by administering the Reading Tiered Fidelity Inventory (R-TFI), making the school(s) eligible for MiMTSS Recognition. 
  2. Determine which TA Center offerings will best address identified gaps (based on capacity and resource availability).
  3. Establish a MiMTSS Data System use agreement and assign users at the district and school levels.
  4. Develop a service delivery plan (if requested).
  5. Determine tailoring of service offerings (if needed/applicable).

Process

  1. Initial meeting between MiMTSS TA Center and district/school leaders.
  2. Mutual decision to move forward with the MTSS Implementation Scan.
  3. MiMTSS Data System use agreement and user set up,
  4. Preparation meeting between each principal and MiMTSS TA Center R-TFI Facilitator.
  5. R-TFI administration with school team(s).
  6. MiMTSS TA Center reviews additional data provided by school(s)/district.
  7. Analysis and summarization of all data.
  8. Meeting to review summary report with district/school leaders, including proposed next steps and resources.

MTSS Implementation Scan Overview

Purpose and Value

The purpose of this offering is to guide elementary schools through the effective implementation of Tier 1 supports, with a focus on:

  • Enhancing evidence-based classroom instructional and management practices.

  • Optimizing the use of curriculum resources.

  • Building knowledge and skills for data use and analysis to inform instruction across classroom, grade level, and school-wide settings.

This service improves instruction in elementary settings by creating more effective and supportive learning environments, supporting administrators and school staff in maximizing the impact of curriculum resources, and fostering data-based decision-making to inform instruction and school-wide improvement efforts.

Outcomes

  1. Increase the quality and consistency of Tier 1 classroom management practices in elementary settings.
  2. Increase the quality and consistency of Tier 1 instructional practices used with the school's Tier 1 curriculum resources (Michigan’s K-12 Literacy Dyslexia Law).
  3. Increase educators' and grade-level teams' knowledge and skills in collecting, analyzing, and using student data to inform instructional planning and continuous improvement efforts.
  4. Improve student learning outcomes (literacy and social, emotional, behavioral health).

Intended Audience

  • Lower elementary (e.g., 1st grade) individual teachers and/or grade level team(s)

Components

  • Coaching and Implementation Support (on-site, direct support for teachers and coaches)
    • Curriculum resource review
    •  Grade-level data analysis and implementation planning
    • On-site coaching (observation, planning, goal setting, modeling, feedback)
    •  Follows screening schedule (fall-winter, winter-spring)
  • Training (on-site, mini-PD sessions)
    •  Explicit instruction practices
    • Classroom management strategies
  • Consultation (as needed)

Process

  1. Initial meeting between MiMTSS TA Center and district/school leaders.
  2. District/school sites complete an MTSS Implementation Scan.
  3. Mutual decision to move forward with Tier 1 Elementary Supports.
    1. Identify school(s) to be supported
    2. Identify teacher(s) and/or grade level(s) to be supported (e.g., 1st grade)
  4. District administrator and MiMTSS TA Center complete Memorandum of Understanding (MOU).
  5. Initial meeting between each principal, literacy coach (if applicable), and MiMTSS TA Center staff to co-create site-based service delivery plan.
  6. Services are provided in accordance with the service delivery plan and MOU.
  7. At the end of the cycle, MiMTSS TA Center staff meet with the building principal and literacy coach (if applicable) and determine next steps and available resources.

Elementary Integrated Tier One Literacy, Social-Emotional Behavioral MTSS Framework Overview

Purpose and Value

To provide professional learning and coaching to core subject area teachers to utilize text during classroom instruction to deepen students’ understanding (comprehension) of the discipline. The service delivery offering will focus on:

  • Enhancing evidence-based classroom instructional and management practices.

  • Integrating reading and writing into core subjects using before, during, and after reading strategies.

  • Building knowledge and skills for data use and analysis to inform instruction across the department and cross-department (grade-levels).

This service improves instruction in secondary settings by creating more effective and supportive environments, supporting administrators and school staff in utilizing literacy and SEBH strategies across disciplines to increase students’ active participation in daily instruction and their understanding of the subject matter, and fostering data-based decision-making to make informed department, cross-department, and, as appropriate, school-wide decisions.

Outcomes

  1. Increase the quality and consistency of Tier 1 classroom management practices to increase student engagement and learning in secondary settings.
  2. Increase the quality and consistency of reading and writing practices in core subjects using before, during, and after reading strategies.
  3. Increase educators' knowledge and skills in collecting, analyzing, and using student data as department and cross-department teams to inform instructional planning and continuous improvement efforts.
  4. Improve student learning outcomes (literacy and social, emotional, behavioral health).
