ISD Supports for MTSS

Intermediate School Districts (ISDs) play a critical role in supporting county-wide implementation of a Multi-Tiered System of Supports (MTSS). There are many ways that ISDs can support local districts, schools, and ISD programs to install, implement, and sustain an MTSS framework including:

  • Providing data coordination support
  • Facilitating professional learning
  • Coaching teams or individual staff
  • Forming an ISD MTSS team to organize county-wide implementation efforts 

The MiMTSS TA Center provides many professional learning opportunities and resources for ISDs building their capacity to support local MTSS implementation. Knowing which technical assistance options to access requires an ISD to consider its needs, capacity, and goals. Below, ISDs can find guiding questions and resources to help determine the best path for the regional context.

Considerations

ISD/County Needs:

  • What do county data patterns in literacy, social-emotional behavioral health (SEBH), and attendance suggest might be areas of need related to MTSS?
  • In what areas are districts, schools, and ISD programs expressing a need for MTSS support? If this is unclear or if needs are not being communicated, a survey or focus group might be a great place to start!
  • Do local MICIP plans indicate any areas of need related to MTSS implementation?

ISD/District Fit

  • How does MTSS implementation fit with the priorities and values in your ISD and county?
  • What other initiatives is the ISD actively supporting? What other initiatives are districts in the county currently trying to implement? Consider how the implementation of MTSS within a specific focus area (e.g. SEBH, literacy) would enhance or conflict with current efforts. If it’s unclear, an Initiative Inventory could be a great place to start! staff? 

ISD Capacity

  • What types of MTSS implementation support (e.g., coaching, training) is ISD leadership in support of providing? Is there a shared understanding of what these supports would require?
  • Which MTSS content areas does the ISD have the capacity to support (e.g., district infrastructure, SEBH, Reading)?
  • What resources (e.g., FTE, personnel, money) can the ISD allocate to support local MTSS implementation? 
  • Would any organizational changes (e.g., policies, procedures, staffing) need to be made to support this work?

ISD MTSS Coordinator

Supporting MTSS efforts at a regional level requires coordination. The ISD MTSS Coordinator role is designed to work with ISD leaders to organize and support regional MTSS Scale-Up efforts to meet the needs of the districts and schools within the county or region. 

ISD MTSS Coordinator Position Description

Professional Learning Facilitator

Professional learning facilitation is an efficient and effective way to build or refine the skills that educators need to implement an initiative. ISDs are accustomed to providing a variety of professional learning opportunities to local districts and schools, including those in MTSS systems, practices, and data coordination. 

Coach

Coaching is necessary to transfer knowledge and skills into practice within the educational environment. ISD staff serving in a coaching role have opportunities to provide regular, embedded learning opportunities to support the implementation and use of MTSS systems and practices while also taking into consideration local contextual needs.

Data Coordinator

Evaluation is a critical element of MTSS. Data coordinators ensure proper use of capacity, fidelity, and student outcome assessments to support educational decision-making. ISDs may identify staff to provide data coordination to districts and/or support districts in assessing their local data coordination capacity.
